The Department for Quality Assurance Funds (QSM) supervises and coordinates the exercise of the right of proposal of the constituted student body (Verfasste Studierendenschaft) by the student councils and the central QSM committee.

Umwidmen („Rededication“) of QSM
Umwidmung (rededication) of funds is possible if events are not feasible or if fewer funds are foreseeably needed (e.g. in the case of reduced library opening due to Corona).
The Fachschaftsrat decides on the rededication and sends the decision by email to the department (e.g. the person responsible for the budget). The department can then contact the person responsible in the ZUV (central university management) and apply for the rededication.
This process of rededication is necessary so that the changes are also comprehensible to external parties (e.g. the Ministry of Science, Research and the Arts) and because there may be changes in the Stufe (the category of the funded project).
Note the reference to residual funds – perhaps you do not want to rededicate the funds at all because there is no adequate alternative anyway, then simply report that they cannot be spent and they will flow into projects that cannot currently be financed.
The Fachschaften should contact the QSM-Referat beforehand.
QSM residual funds
QSM that are not spent flow to the UB (main university library) at the end of the funding period. If it is foreseeable at an early stage that residual funds will arise, they can also still be used to finance projects that were not approved by the QSM Commission due to lack of funds. For the winter semester 22/23, several projects had to be put on hold that could still be financed in this way.
Through an initial notification in July 22, the first project can already be financed.
- Remaining funds are reported via the department to the responsible administrator in the ZUV, who initiates the reallocation.
